Description of Bug: Cannot apply pestled herbs to food on counters
Reproduction Steps:

1.  Place food on counter
2.  Drag pestled herb from inventory to food item
3.  Look on in terror as everyone around you just saw you dropping pestled poison on the counter of the dodged bullet

The bowl is harmlessly dropped on top of the food

No clue. It works when adding herbs to objects on the floor, but not on counters. I don't have a barrel right now to test it with.
