If you try to teleport to a character who is in a locked burrow, and they accept and you succeed the check, you (the purple mage) will get a message saying the spell fizzled, but the target gets the success message (about feeling the fabric of reality shift as the mage steps through it), and of course the teleport does not actually take place.
