Description of Bug: When using active scrounging with a skill of 48, luck of 16, and perc of 19, all books one will find (even out of the 1x1 range around the player character) will already be greyed out and unable to be picked up without dragging another player over and pointing out the spot, where they can pick it up normally. This has happened repeatedly for a majority of books(but not all; I'd say 3/4 rate of being not pick-up-able) over the course of several weeks.
Reproduction Steps:

1.  Scrounge in the library at near-mastery level.
2.  Find a book.
3.  Stare pathetically at it, unable to pick it up even though you didn't crit fail it, knowing that it could have been a lore book.
