Cannot use a tub full tub, and cannot fill empty tubs. Tested with two seperate public tubs.

1. Attempt to rest in a full and ready to use tub outside
2. Sprite does not change, acts as if tub is not full and ready to use despite description.

And 

1. Empty indoor tub, as someone has used it
2. Attempt to fill tub from barrel
3. No water moves into the tub - barrel still full
4. Tub is empty and unusable
