Description of Bug: Miracle's spells that require a spell anchor no longer show the anchor list when selected, and cannot be cast.

I noticed the issue after casting Tether, though it's possible something triggered it earlier. Relog did not seem to correct it.

Affected spells- Teleport, Summon, Deliver, Windwhisper

Reproduction Steps:

1.  Purple and Blue Mage
2.  Attuned to spell anchor
3. Select Teleport, Summon, Deliver, Windwhisper
4.  No feedback, spell Nonfunctioning
