Scroll wheel works fine to scroll through text log when inventory is closed. Having character stats/skills/effects menu open doesn't seem to have any effect. Opening the inventory makes the scroll wheel not work anymore on the chat window. Opening the gear window also prevents the chat scroll from working, but since it also opens the inventory that might just be the same state.
