Just posting this for posterity, and so I can track when it gets fixed in the future

Description of Bug: Casting Burn on someone already burning causes the spell to fizzle on the client's end. I believe I was told it still deals initial damage, but the forced failure increases the risk of shattering a quartz or backfiring the spell so it's riskier.

Reproduction Steps:

1.  Cast burn on someone
2.  Wait for the spell cooldown
3.  Cast burn while the previous burn is still ticking on that target
