As the title says, I am unable to loot downed characters. Specifically, it appears that characters who are downed have their stamina used instead of the looting character.

1.  Down a character
2. Loot them
3. Notice that you are not using stamina, but the victim recieves a "you are to tired to do that" message on their screen when you seem to be unable to loot them.
